Cross-build to Scala 2.13

Actually the jawn situation is complicated, given it's broken it's binary api in 0.11 and we've established the sbt ecosystem on jawn 0.10...
jawn 0.12.1 is out for Scala 2.13.0-M3 but, as I said, sbt 1 is stuck on jawn 0.10.
