Info icon/tooltip on Availability in NodeOverview

With the new Node charts feature and the introduction on the toggle between data from last 24 hours/7 days/30 days, a user could potentially get confused thinking that the % availability in NodeOverview matches that of the toggle, however, this is set to availability of last 24 hours.
Add an (i) icon with tooltip to explain that this metric is for the last 24 hours.
