ldap parameter TLS_CACERT ignored

HPCStats returns an error if "TLS_REQCERT ALLOW" is not set /etc/ldap/ldap.conf:
ERROR: HPCStatsLauncher: Source Error: unable to connect to LDAP server: {'info': '(unknown error code)', 'desc': "Can't contact LDAP server"}
