improve tests around docker secrets

there appears to be an issue with docker secrets unrelated to the config. for example, a secret mounted with the name SOURCE_PASSWORD caused problems for a config option called source_password (in lowercase). that issue needs to be fixed and we need more tests around docker secrets.
