It is proposed that instead of just an&econia signer, there be incorporated multiple authorities:
authority_1authority_2
authority_1, for example, could be a multisig composed of elected parliament members, and would control things like protocol upgrades
authority_2 could be a DAO, who elects parliament members and also sets fee rates
