Add build/release branch for jammy (Ubuntu 22.04[.1] LTS)

I noticed that there's currently no support for Ubuntu 22.04 (released last April). It appears to build correctly, so I'm assuming this is just a matter of setting up the builds somehow. What else needs to be done to get an actual binary distribution built and available?

Voicing my support for this. With ROS1 on the path to deprecation and ROS2 supporting 22.04 and beyond only, I am being left in an impossible situation. Compatibility with Jammy should be a high priority.

I too support this! For the same ROS2 reason @bbokser-ai sited.
