New Version of Phoenix and LiveView!

In the past couple of days Phoenix 1.4.16 and LiveView 0.10.0 have been released.

Phoenix update is mainly bug fixes: https://github.com/phoenixframework/phoenix/blob/v1.4/CHANGELOG.md
LiveView has a couple of breaking changes but nothing major.

I expect the update to take about an hour with updating links, but it might be less. 💭
