value report doesn't check for key existence

If you do hostinfo --valuereport floobiewhats it won't complain (on the assumption you don't have a floobiewhats key.)
Instead it will say
floobiewhats set: 0 0.00%
floobiewhats unset: 2513 100.00%
It should error instead.
