rebar2 dependency

Any chance we can get this updated to rebar3? rebar2 is dead.

I can install a local copy which is just used by Mix

Would be neat to have it with a version greater than 1.0 and with synchronised versions as currently your git has tag 1.0 but hex has 0.0.1.
