Network location is not switching

MacOs Catalina 10.15.1

Content is detected properly, but Network Location is not switched/activated, in other words it is remaining in last selected network location.

Same problem here since Catalina (or even Mojave?).

I toggled the WiFi network as an evidence source in settings on and off, and things started working ok for me again.
