Add license agreement configurations

Due to the new licensing, the configuration should include license agreements for the collector and enricher, e.g. https://docs.snowplow.io/docs/pipeline-components-and-applications/stream-collector/configure/#license

Hi Dumky, just catching up on this dastardly "accept license" change. I deployed snowplow-serverless last october on our (very) low traffic website as a way to connect marketing leads to GA campaigns. It worked great for a few months but hasn't worked since February due to the newer snowplow images requiring the additional config parameter.

It would have been more community spirited of them if they'd chosen a different way, but hey - companies change.

I've just logged into GCP console and manually added an env var to the YAML configurations of each job.

I suspect I've lost the data between then and now.

Thanks for making this, it's really great. When I get time I might try and make a fork to use Open Snowcat.
