Add `python` at developer loadmap

if run scripts/check.sh without python3, we get conformance.txt without sort.sh

add duplicate conformance.pass.txt with window at Troubleshooting
-> maybe EOL of conformancec.pass.txt is CRLF, you shoulde change CRLF to LF
(uniq is not work at CRLF)
