Stack Overflow: Consider ignored results with a signle downvoted solution

A search I tested: https://duckduckgo.com/?q=drupal+get+current+timezone+setting&ia=qa

It came up with an instant answer from the first SO link, however the only answer in that posting was a -1 downvoted response, not a confirmed answer to the question.

The resulting SO page with downvoted response which was highlighted: http://stackoverflow.com/questions/8592879/how-do-i-correctly-display-time-in-drupal-using-the-date-module

In these cases, the best thing would be to flag and bypass that link and try the next if found in the search results.
