Fix EagleLib recompilation in windows.

Currently on windows runtime compiled c++ only recompiles the nodes in the main executable. This is contrary to Linux where edits can be made to nodes created in eagle lib.
Cause currently unknown since the build scripts and source code is nearly the same.
