Booting On OpenBSD does not enter SDU on console

Even with a properly configured disk and ROMs, ld doesn't enter the SDU on the console.
But if one copies the exact same disks, ROMs and configuration files to a GNU/Linux system everything runs as expected.

On Debian & Mojave I get a blank screen, I have to get the SDU prompt by
telnet -e '^^' 127.0.0.1 3637
and only then does the screen display anything.

This will happen if the SDU switch (rotary knob on the real machine) is set to anything other than 1. The other switch positions cause the SDU serial port to become active.
