[Bug Report] ROM manager unable to parse: stuck in "please shutdown steam"

What happened?
I'm using EmuDeck@v2.1.4
, primarily for yuzu
and it's been working great.
Today I launched ROM manager and was able to access parse for the 1st run, where it detected only 1 yuzu ROM (most recently added) and all my previous ROMs were not parsed.
I didn't click "save to steam" and closed ROM Manager, tried reopening it again, and I'm stuck in "please shutdown Steam" at the parse page even though I did.
Tried restarting and shutting down my steamdeck completely for a few time and the issue remains.
if I launch yuzu from desktop mode, I can see all my previous ROMs and the newly added one as well, and I've verified that launching the ROM from yuzu directly works.
Would love to understand what happen to ROM manager and how to get out of this "please shutdown Steam" state. I want to be able to continue using ROM manager

did a bit more research and somehow all the ROMs and emulators are in my "Exception" and I was able to remove the exceptions one by one to get back to how it was before.
I still got the "Please shutdown steam if it is running" message but it no longer affects using ROM Manager
