Fix inertial drift in camera

The inertial drift of the camera is causing a bizarre visual artifact that cause the map to ripple or vibrate in a grid pattern when it is losing velocity. It is unclear what is causing this issue, but probably something to do with the damping function.
I don't think anything is actually broken here... I think antialiasing is a little wonky instead.
