Also publish to dotnet-core blob feed instead of the myget buildtools feed

If the arcade repo is a better place for it, that's fine with me. I just wanted an appropriate github repo to file the issue because DotNet-SymUploader is a internal AzDO repo.

@mikem8361 is there any special reason for publishing the symbol uploader to https://dotnet.myget.org/F/dotnet-buildtools/api/v3/index.json or could we lets say, as part of moving the project to Arcade, publish it to dotnet-core?

We haven’t had enough time to convert dotnet-symuploader repo to the latest arcade that allows it to be published to our blob store feed. We have so much engineering work in the repo’s the diagnostics team owns.
But it is part of the plan to publish to the blob feed.
