Retire project Unity Container

https://dotnetfoundation.org/projects/unitycontainer is listed as a .NET Foundation project, but according to https://github.com/unitycontainer/unity/blob/Announcements/README.md and unitycontainer/unity#368, it was archived in November 2021 and is no longer maintained. Can the Project Committee now retire it based on the health criteria?
