Update Committees Page

- For each committee, ensure there is a link to their repo and to their meeting minutes
- At the top, make it clear that we are looking for volunteers for all the committees
- For now, instruct people to create an issue in a committee's repo to join. We'll come up with a better way
- Right now each committee does have a repo link, but no meeting minutes.
- At the top we can add maybe another paragraph to explain your second point.
- We can add that in the beginning as well.
I would like to do this but I am not sure I know how to get people's meeting minutes.
The meeting notes/minutes are in each repository for the committees. You just need to link to the repos.
