When editing permissions, (ie role permissions) some hosts have no permission, but they still appear in the list

Problem Statement
- when editing role permissions, in the list appear hosts that have no permissions checked (picture attached)
- this behavior shows up in the 23.10 version also
- although the Apply changes button was used, the no-permissions hosts are still there
Steps to Reproduce
- go to control panel -> roles and tools -> permissions
- select a role
- in the list there will be hosts with no permissions checked
Acceptance Criteria
- hosts without permissions should not show
