Specify compatibility guarantees

Write up what Ham does and does not guarantee in compatibility mode, such as:
- Language will have the same semantics
- Some bugs that significantly impact semantics will be replicated
- Bugs unlikely to be relied on by a build system may not be replicated
- Files that Jam executed but did not have reliable semantics for will error
