2024 server update

During early summer, we'll once again update our servers. This issue aims to gather tasks we come up with during the next few months.

• Upgrade all servers to ubuntu 24.04
• #5092
• Turn off Pandora and remove it from ansible
• Upgrade ruby to 3.3 (might need some code changes and additional checks and tests first)
• Switch to Trilogy if trilogy-libraries/trilogy#26 gets implemented by then
