Add libseccomp-devel for oraclelinux packages

Needed for containerd starup
likely don't need libseccomp-devel because we are not building anything, possibly just need libseccomp.
libseccomp-devel is in the spec;
containerd-packaging/rpm/containerd.spec
Line 66 in d1263dc
and libseccomp (runtime requirement) was added in 101a1f8 (#157)
