Circular build docgeni & throw error "LibrariesBuilder is emitting" when import json file

similar with #359
it will circular build docgeni because import some json files in example for few users.
it will always trigger watch callback event for json file, I don't know why. it didn't change anything.
we can ignore json files in ngdoc-parser
