Allow players to select who to Skip

Whenever a user plays a Skip card, they should be allowed to select who will be skipped instead of just skipping the next player in line.
This should be the new default mode (it is the way the Phase 10 rules specify the game should work), but the game's creator should be able to choose which mode they would like to use.
