Planner/Ingestor: Remove obsolete code for semaphore handling

Since the change of the concurrency handling from semaphores to database transactions the semaphore handling code has become obsolete in the Production Planner and the Ingestor and must be removed (including the REST API for semaphore handling in the Planner).
