Update image build workflow to tag images with git tags

The most recent version tag available on docker hub is for version 3.0.0, from three years ago. It would be great if there were tagged images corresponding to all GitHub releases (and latest would contine to track main).

Thanks for the report. We had changes in our pipelines and that's something we completely forgot about, including creating new releases (June 16, 2022 for the latest - https://github.com/digitalocean/ceph_exporter/releases). Going to look at that in the next few days
