Minimum versions in requirements.txt

IIRC some people were having issues with out-of-date dependencies. The minimum versions of the packages listed in requirements.txt should therefore be specified (see https://pip.readthedocs.org/en/1.1/requirements.html for an example).
Fixed by #31. Closing.
