Move strapiv4 repo to a subfolder within the monorepo

This should be a trivial task, we need to move strapiv4 repo content to be in a subfolder within the monorepo (ideally ./apps folder) while preserving the git history of the original repo

Subsequently we need to change the package.json "name" property to @devlaunchers/api
