Add functionality to version control Ignition tags

I know there has been an effort to version control Ignition tags, but I don't know how exactly that would fit into an Ignition Docker image. If this is implemented, an env variable to choose whether or not this is desired by the end user should be made.

Possible ideas involve a standard "Global" project that we implement in any new gateway, with our convenience and library code included. This could have the scripting necessary to automatically add tags, the export scripts for tags, etc.

But it would be good to be able to "pick and choose" features like this in said global project.

@christianjdavis how do you guys currently manage the auto-version control with tags?
