Get the latest ourStrlen from defuse/php-encryption

While working on defuse/php-encryption I found a bug in ourStrlen. I don't think it actually affects this library's use of it, but I should update it anyway in case someone wants to copy/paste it out of this one.
(Do you also want to grab binToHex()?)
