requiring phantomjs-prebuilt is a breaking change

People that will upgrade to 3.10.0 and were using phantomjs strategy for tests will have their environment break because we switched to phantomjs-prebuilt (phantom 2, see #267).
I completely missed that while releasing 3.10.0.
What do we do here? Wait for the crowd to hang me? 🎱
