[BUG] The soft deletion of non-updated DIDs is creating confusion

As described in https://github.com/WebOfTrustInfo/rwot11-the-hague/blob/master/final-documents/taking-out-the-crud-five-fabulous-did-attacks.pdf, the soft deletion of DIDs that don't have updates on-chain should be discouraged as it does not conform to the spec.
