Utilizing only 32 out of 64 core on 64 slave

Hi,

I am able to spawn 32 slave on 32 core runing fine in all cores, but when I increase it to 64 slave on 64 core, somehow it only able to ulitize half of them, is this a known issue? What information do you need from me to further investigate this issue? Below is the screenshot of the process.
