Convert Handbook to LaTeX format

Structuring the handbook in LaTeX (or another, similar markup language) allows easy editing and collaboration via github and standard text editors, no Google Docs required. LaTeX files are diff-able to easily find changes, and they are very easily exported to PDF for pretty viewing. I think the best way to move forward with this project is to recreate the existing Google Doc in a LaTeX document and move forward with that as the primary source.
From that, it is trivially easy to convert it to other markup formats (such as Markdown for easy viewing on Github), or MediaWiki Markdown for conversion to a wiki page.
Closed by #2 - The LaTeX file is now the primary means of creating the handbook pdf.
