[Bug] hard pin ddtrace version to 2.3

Is this a new bug in dbt-redshift?

• I believe this is a new bug in dbt-redshift
• I have searched the existing issues, and I could not find an existing issue for this bug

Current Behavior

for some reason our current requirement setting of ddtrace~=2.3 is installing 2.7.3 which fails for a keyError.

Expected Behavior

tests should pass unless a breaking change is added.

Steps To Reproduce

check dev-requirements to see that ddtrace~=2.3

install into a virtual environment or push a PR up to GitHub.

see ci/cd fail.
