过滤掉已经被封的诈骗账号

已经有大量诈骗账号被封锁了，目前脚本没有过滤掉这一部分账号，我的想法是不要动现有功能，额外在发起请求时，忽略已经被封的账号，这需要以下几个改动：
- 遍历 all.json 查询哪些账号被封了
- 将被封的账号记录在 suspended.json
- 在用户侧点击批量拉黑时，请求前过滤掉 suspended.json 里被封的账号
