modulator pane can't be resized to show more than two modulators

With the recent Qt6 UI update, it is no longer possible to resize the modulator pane to display more than two modulators at a time.

Hopefully this is a bug rather than a design decision, because sometimes it is really useful to be able to view many modulators at once.
