PET 2001 starts in monitor

Not sure if using wrong roms, or memory map, or emulation problem. Maybe I/O emulation needed?
Currently PET 2001 starts in monitor, if exit to BASIC, returns to monitor from BRK. Very early days.
Memory map didn't match roms in test. And I/O fix.
