Add SNIFF_DELIMITER config setting

The qsv engine can automatically detect the delimiter with its QSV_SNIFF_DELIMITER setting.
Expose this as a DP+ setting so users can upload CSVs with differing delimiters (e.g. tab, semicolon, pipe, etc.)
This was done with #96
