tis启动配置，支持启动端口可配置化

启动端口固定8080，希望能新增可修改的启动配置文件

tis-uber/bin/tis 中有一个参数配置：

SERVER_PORT=8080

可以修改成其他端口，重启TIS（./bin/tis restart）即可生效，
