vcs.h redistribution

Hello, is it ok if I ship the vcs.h definition file with my own assembler? My assembler is licensed under BSD-3, and I would like to ask if I may put my adapted vcs.h version also under BSD-3.
I had a large part to do with the “vcs.h” content distributed with the dasm assembler.
Dasm is released under GPL2.0 license - and consequently the associated files are also GPL2.0 licensed. I understand that derivations of GPL-licensed code must ALSO be released under a GPL license. I have also read that GPL does not allow sub-licensing. So I am *guessing* the short answer is “no”. BUT… IANAL, and I am also a big fan of sharing things. So if there’s a way around it then I, for one (having authored nearly all of that file), would be open to discussion.

As the original author and copyright owner you should be free to put the file under any license you want. What is needed is the permission of EVERY person who contributed to the file, or throw these parts out.
There are comments in the file I am interested in. Otherwise I could create the file from scratch. :-)
