Follow the XDG Base Directory Specification

Instead of using ~/.pg_format it would be good if the default config file location was $XDG_CONFIG_HOME/pg_format/config.conf
Commit 10fc46b allow search for config file at ./.pg_format or $HOME/.pg_format or $XDG_CONFIG_HOME/pg_format.
