[BUG] --starterpanel sometimes launches in edit mode

When launching --starterpanel, the panel will sometimes render in edit mode, and it cannot be swapped back to view mode.

• The workaround is to make the panel is in render mode before quitting Packet Sender.
• The complete fix is to make sure --staterpanel is always in render mode.

It would be nice include a built-in shortcut for the desktop to add --startpanel (along with an automater example for mac).

The root cause for launching in edit mode seems to be setting a starter panel without saving first.
