Seems to be due to the small space between 2nd and 3rd track. Maybe should look at logs to confirm.

The algorithm takes less of the bandwidth than AutoTarget.(~.6 instead of ~.8)

Seems actually to be a problem with percentiles! This may be a thing that happens since these are hard to enforce -- and arbitrary -- when not alone.
