Change ready monitor IDs and Scale DPI through cpp DLL

Disclaimer: i'm no cpp programmer and certainly not well known with the 'dll' infra but this gets the job done :-) Only needed some bindings back into c# It's the backbone of this WPF app: https://github.com/cybertim/WpfDpiSwitcher
