Draft release of suite includes attached artifacts

When the draft release is created, it should auto-attach certain artifacts to the github release, including:
- suite.yml
- docs release notes
- A stage needs to be added that runs the parser with the output type of
docs-release - A stage needs to be added that retrieves the output of the
docs-releaseparser and attaches it to the release
- A stage needs to be added that runs the parser with the output type of
- NOTICES.txt
- CHANGELOG?
The list should be editable, so that we can add another filename and have that auto-add to the draft release as well.
