1.When we create an independent task in our personal space, we hope that we can remotely monitor the operation of the object through it, just like webhook in other scenarios.

2.For specific assignments of work items, such as projects or tasks, they cannot be shared by multiple users and can only be assigned to a single user.

1. Add support for task dimension webhook

2.Add support for multi-person assignments when adding work assignments

Describe alternatives you've considered

1.Actively obtain all cvat independent tasks, and then update and process them regularly in other services

2.Give the highest user identity in the organization, that is, maintainer
