Add on option?

For some reason I have a bunch of Apple iBeacons in my list. I have them disabled, but can't delete them. Is this a feature that could be added? I don't have any, but there are 23 in my list and it seems as though more are added all the time. I have addition of new devices turned off now.
Are they added even when you have the option turned off?
I have exactly the same behaviour. How can we disable ibeacons?
